Accountability Collaborative Learning Agenda

The ACS Accountability Collaborative brings together key country and regional stakeholders to enhance accountability for UHC.

One of ACS’ project pillars is to strengthen accountability so UHC health financing solutions are designed, implemented, and tracked through an evidence-based, transparent, and accessible process. Various actors (including the public and private sectors, technicians and service providers, and civil society) have a role to play in ensuring accountability to providing sufficient resources, ensuring those resources are used equitably and efficiently, and ensuring adequate financial management of those resources.

ACS has designed a regional collaborative learning agenda on accountability for UHC to share experiences and knowledge, identify and adapt approaches to enhance accountability for UHC in specific country contexts, and document them for broader learning.

Objectives

  • Establishing accountability status in the region: The Accountability Collaborative maps key accountability actors and activities in countries to better understand who is doing what, where, and with what results.
  • Knowledge generating and sharing: The Accountability Collaborative surfaces implicit knowledge, gathers and synthesizes existing knowledge, generates new evidence and disseminates this knowledge broadly to ensure that evidence informs accountability practice.

Activities

  • Accountability mapping exercise:  The Accountability Collaborative has launched mapping exercises in priority countries to identify key accountability actors, approaches and gaps that could hamper progress towards UHC.  The exercise will create a comprehensive picture of accountability for UHC in focus countries, provide lessons and help identify potential opportunities to strengthen accountability in these countries and beyond.  The countries included in the exercise are Benin, Botswana, Namibia and Togo.  ACS also pulls experiences from countries that have made headway in their journey towards UHC, such as Kenya.
  • Social mobilization:  ACS has formally partnered with Réseau d’Accès aux Médicaments Essentiels (RAME), an advocacy civil society network in Burkina Faso, to initiate a process to bring together and catalyze the efforts of the various civil society actors involved in influencing public health policies to create a social movement for UHC. RAME supports the creation of a social movement to ensure that all citizens understand UHC and their interest in it.  It also mobilizes citizens to play an active role in ensuring all stakeholders are accountable for the decisions they make, the resources they manage and the results they achieve for UHC.
  • Budget advocacy:  ACS is collaborating with UHC2030 to develop and test a budget advocacy training toolkit for UHC.  UHC2030 is also planning to develop one anglophone and one francophone Training of Trainers workshop, followed by piloting the toolkit in several countries.  The target audiences for the toolkit include a combination of civil society, media and parliamentarians/parliamentarian staff who are already engaged in health budget advocacy or are keen to do so and committed to working together to influence resource allocation and use for UHC.
