Uganda: ACS Country Report
Background
There was broad interest in Uganda for the ACS approach. The country had elements of UHC embedded in many policies but no over-arching implementing framework that pulled all of the pieces together. In addition, there were many dialogues underway, but few included the full range of stakeholders important to realize UHC goals. Finally, a roadmap for moving forward UHC-related strategies was not currently place.

Overview

When ACS began work in Uganda, the country’s main priorities were to create a UHC roadmap and a discussion platform to convene the right group of people from different sectors. Through multi-sectoral convening of ministries, particularly the Ministry of Health, the community, civil society, governmental departments and agencies, universities, and development partners, Uganda’s roadmap to UHC was created to guide the country forward and ensure accountability.
Uganda’s Multi-Sectoral Approach
Early on, Uganda recognized the importance of taking a multi-sectoral approach to creating its UHC roadmap. Instead of being written by particular ministries, departments and/or development partners, Uganda committed to inviting a diverse array of stakeholders to the table—universities, private sector, the community, civil society—to ensure the roadmap reflected diverse perspectives and ideas, and recognized and addressed many priorities. It was challenging to congregate so many different voices, but the ultimate benefit was a more representative path forward which supports different sectors contributing to the country’s efforts towards UHC.
